Sunny’s father, Richard Malouf, is a former dentist known for being the founder of the dentistry chain called All Smiles Dental Centers (ASDC) in Texas. He founded All Smiles Dental in 2002 and expanded it to more than 50 clinics in various parts of the state, such as Dallas/Fort Worth Area, Austin, Lubbock, and Houston. He operated All Smiles Dental Centers for eight years, from 2002 to 2010, as per his LinkedIn profile.
In 2011, Richard was accused of millions of dollars of Medicaid orthodontic fraud and many other dentists in the great Medicaid orthodontic debacle. Texas Dentists for Medicaid Reform (TDMR) reported extensively about it. Richard received media attention as the allegations against him caught him building one of the most expensive residences in Dallas after he sold his All Smiles Dental Centers to a private equity firm. He underwent criminal and civil investigations at the time. However, according to TDMR, the Medicaid fraud cases did not come into the limelight after 2015.
On 14 May 2020, Attorney General Ken Paxton announced that a Travis County judge ruled Richard of ASDC Holdings, LLC responsible for 1,842 unlawful acts. The court found that Richard “fraudulently billed Medicaid for services that were actually provided by a different doctor, including over 100 billings he filed while vacationing out of the country.” As a result, he was ordered to pay approximately $12 million for Medicaid fraud.
