Steve Francis was born on 21 February 1977 in Takoma Park, Maryland. As a child, his nickname was "Wink." In 1995, Francis lost his mother to cancer, and his grandmother raised him after that. He quit playing basketball for 2 years after the demise of his mother.
Francis went to San Jacinto College of Texas from 1996 to 1997 and attended the Allegany College of Maryland the following year. After returning to the game in 1997, he became the first player to take two unbeaten teams to the National Junior College Tournament.
For his junior season, in 1998, Francis transferred to the University of Maryland. He soon made a name for himself as Maryland's starting shooting guard. Francis scored 17 points in the season opener against Western Carolina. He even led the team to national ranking 2 by December of the same year.
